According to the notice posted on the Korean Embassy in the Philippines website, it is reiterated that this system is for group tourists only. Thus, invidual tourists are not eligible. Also, only group tourists with certain requirements will be given these benefits.
There is no final decision on the matter yet, and will be further discussed until February 2020.
Again, let us wait for further details before booking our flight to South Korea next year.

Good news for group tourists from three Southeast Asian countries, Philippines, Vietnam and Indonesia. Starting next year, group tourists from said countries will be able to travel inland in South Korea even without a visa.
On December 12, according to the Ministry of Strategy and Finance and the Ministry of Justice, the government of South Korea is aiming to prepare "Plan for Promoting Foreign Tours". This will be unveiled in the "Economic Policy Direction" which will be announced this month.
This transfer program for group tourists is a system which will allow them to enter airports in inland areas, such as Seoul, Incheon and Busan, for up to 5 days witjout a visa, as long as their final destination is Jeju Island.
Let us wait for further announcement on this before we book our flight to South Korea next year.
